On my '86 900S, the two relays are mounted on the passenger side fender well directly above the ECU. You have to remove the passenger side door edge mouldings ( one piece on the floor and the other at the front edge of the door opening. Peal back the carpet and you will see the ECU just above the floor on the fender well. Stick your hand up under the dashboard just above the ECU and you will feel the two relays.
As far as the venerable Saabmaster's comment about the change in the relay part numbers, my local Bosch retailer didn't know why the part number changed but said that the original P/N was not longer available. I troubleshooting the original relays, I found that one of them - I think it was the "Systems" relay - had good conductivity on one leg of the relay but 7 ohms on the other. I imagine that under load, the 7 ohm resistance probably increased to the point where the voltage drop prohibited the pull-down of everythingelse controlled by that relay.
In any case, I got the car for a song because of this problem, which cost $35 and a few hours of investigation on this list to correct. Not a bad deal.
