Factory paint job- two layers of primer?

Could someone please explain what the two layers of primer are that sit between the metal and paint on my 900? There is a gray layer that sits on the metal, and above that is a white layer. On top of this is the silver paint.
The reason I ask is that I went to Maaco today to get an estimate for a budget paint job, and he said I need to take the paint down to the layer just above the metal (ie the gray primer). The thing is, I thought this layer was some kind of sealant to protect the metal from rust or something, then the white primer goes on top of that?
I would like to take the paint down to the white primer, but he said otherwise. He didn't know what the difference was between the two layers either. The white layer is holding up fine, just the silver paint is flaking off.
So what's the difference between the two layers, and can the lower, gray layer support paint itself? He said go over it with 300 grit...
