High idle still not fixed! AIC Valve at fault?

Well, my idle is still strange...
Ever since the cold weather has started, i get a high idle after the car is warmed up... i have all new vacuum lines, new rubber grommets on the intake manifold and valve cover too. I even just today replaced my bypass valve for the turbocharger. No luck. I thought that maybe the check valve near the PCV valve was bad, but it turns out that it's fine. Today, for kicks, i unplugged the temperature sensor that plugs into the head through the intake manifold. I started the car and it idled high right away, even though the car was cold. As soon as i plugged it in, the idle went to about 900rpm(when it's fully warmed, it sometimes idles at 1500!). Does this signify anything? What else could be the problem? BTW, when the car is idling fast, if i tap on the AIC valve, it goes down but then quickly returns to a fast idle state. Could this valve be going bad? I have cleaned this a couple times... once within the last year. It was never especially dirty though. Also, is the throttle plate supposed to close air tight? Because, if i want to, i can force it closed even more and this reduces the idle... although it doesn't seem like it was made to do that. It's not dirty though, i checked it a while back and was surprised at how clean it was.
Any ideas? AIC? thank you! Any help is appreciated :)
