It depends on what level you want it painted. If you just want it to be black and screwed on your car then the spray can of black paint will work. If you want it to be perfect and match your car then you'll need to do more. Get the body color paint black 170B (Sikkens, Dupont) from an auto body paint supply store. It will need to be mixed with reducer and shot out of a spray gun. For the black you can get away with one of those Preval sparyers. The hardest part is shooting the clear coat. Your whale tail has a clear coat just like the car. If you want it to match it will need to be cleared. Clear coat is really hard to shoot and come out looking perfect unless you are a pro.
You need to sand off the clear coat and white paint on there now. I would start with 320, 400, then 600 wet sand paper. Prime and resand with 600. Then start painting. I've done all this before only to have the results come out so so. Then ended up taking it to a pro who made it perfect for $80 with the clear coat. I supplied the paint. You should weigh your time the amount of effort, and the finish you are looking for.
