probably not t-stat. The heater bypass valve saab used on 91+ c900s is apparently crappy. remove it.
search "heater bypass valve" "heater bypass" etc. for threads by people who've experienced the same symptoms as yours...

"For some or another reason, Saab thought that the cabin didn't receive enough heat during coldstart, and installed a bypass valve that is suppose to deliver hotter coolant quicker into the heater valve directly from top of engine.
Somehow this valve isn't the best of quality and the valveflap inside comes loose almost instantly creating an internal leak which defeats the whole purpose of valve and after a couple of years the valve start to leak externally too.
If several of the heaterhoses are bad too, the best choice is to upgrade the system to the older style hoses, and remove the valve entirely."

"...If these are ok and the cool air develops when it is idling and you have heat when you are on the road moving, you are the victim of a cruel joke that saab played with the 91+ cars. The heater bypass valve/passage (anti backflow valve) is bad and needs to be replaced. You can replace the valve or replace the hoses with the other style which does not have the un-needed valve as I have done."
