Like MattVA said, check the steering column. Since you've already checked the ball joints & tie rod ends (right?)
Crawl down by the brake pedal, peel back the rubber boot where the steering column goes thru the firewall. Wiggle the steering wheel while you hold the column down there. You're trying to decide if the play is in the steering column or actually inside the steering rack. You're gonna hope its not inside the rack!
Just thru the firewall you see the lower u-joint on the intermediate steering shaft. Follow the shaft upwards. There's another U-joint with a similar clamp just above where your knees are when you're driving. Either one could be loose. Some cars have another clamp (but not a third u-joint) for a telescoping section in the middle of that intermediate shaft.
If any of the clamps are loose then just tighten them. If the U-joint itself if bad, then you might need to replace the intermediate shaft.
