as far as i'm concerned, neil young knows a thing or two about cars. if you own an aging saab that has rotted to the point that you are thinking about getting it restored, then i humbly offer the following advice:
using saabnet, other internet sites, etc., search for a replacement car that has lived its life free from salt. i recall someone who lived on the east coast posting that he had seen finer saabs in west coast junkyards than the one he owned. and he was right - i live in a salt-free area. daily-drivers 30+ years old are common. not restored; i'm talking free of rust, free of bondo, etc. you can buy an inexpensive old saab with a rust-free body and bring it home & fix up the mechanicals for less than what you'd pay to restore your existing car.
where there is no salt, it isn't true that rust never sleeps--primarily, it never *wakes*.
