'88 or later? (I remember you writing about an '86 in prior posts - that's why I ask.)
If it's your '86, this won't work, of course.
There's probably some moisture that wicked up into the cables past the boots.
If it's not too sloppy under the car, try to pull the small E-brake actuator levers back. If you can't pull them back, you'll need to push them forward and pop the ends of the cables out of the notches in the levers as a temp fix to get going for the day.
The lever that I'm talking about is shown on this pic - the black thing with the spring on the upper right of the caliper.
