You want to put a fuse right next to the distribution block, in order to protect the wiring between there and the amp. I've got amps under the back seat, and they are tapped into the distribution block near the ventilation intake under the hood. Potentially, something could damage the wire insulation somewhere between the battery and back seat. If the exposed conductor touched bare metal, it would cause a short circuit. Without a fuse the battery would discharge a lot of current without much resistance at all, possibly causing a fire or battery explosion.

The fuse in the amplifier is the first thing the electrical current encounters, so that all the rest of the circuitry in the amp is protected. It can't protect the wiring leading to the amp.
