Sounds like the basic idle settings are wrong. Go to http://216.78.172.244/tuneup_folder/adj_basic_idle_lh2.1.htm and follow the procedure.
Basically the throttle switch tells the computer that the throttle has been released and the idle speed needs to be managed. Most of this task falls on the AIC valve. If the valve is stuck, then idle speed problems result, either too slow or fast. If the throttle switch is out of adjustement, then the computer may think the engine is never at idle, thus causing problems. Setting the basic idle, sets the engines idle speed without anything else being involved. Then the various switches are set correctly and included back in the equation. The result should be a nicely idling Saab.
