SPG and similar restoration tips

I have just repainted my car, and I'm in the process of replacing the details, bumpers, side skirts, front skirt, and they all look bad, small and large scratches, scufs, bumps.... etc.
My question is, what restoration options are available for the rubber bumpers and skirt trim. I'm concerned about painting the skirts because they have a slight texture and I dont want the car to look like it was repainted with thick paint like a rice rocket.
Do I need to purchase new covers for the bumpers? 18 yr old bumpers in perfect shape are hard to come by. My bumpers need more than silicone bumper gloss.
Also what is the fix for the plastic (white) stripe down the center of the bumper??
O yes one more, Can the rubber strips at the top of the skirts be replaced? Source???
