That is correct. The side that is positive is toward the outside of the car. Bentley shows jumping from the "not hot" slot for fuse #27, which is towards the engine, to the side of fuse #30 that is towards the engine. Sounds like I really need to lify the fuse panel and identify the wires by color? I used a fused jumper and voltmeter to find the hot side of #27 knowing that since it supplies the hazard flashers one side would be hot even with the key off. I then tried both positions of fuse #30 since the "Wrong" side goes to an open relay. Perhaps my test switch was a problem becuase it looks like when you find the correct side of the fuse the next item in the circuit is the pump. I checked the switch on the bench and it opens and closes according to the voltmeter but it has a 3rd lug for an indicator light so maybe I have the switch wired incorrectly. I'll have to try again tomorrow, it's really cold in Ohio tonight
