Put the car in gear.
Make sure that the wheels are chocked *very well*. You are going to be under the car a bit & do *NOT* want the car to move when you free the brake. (If you have a jack & stands, well, just chock, jack, support, and remove wheels for easier access).
Get a pair of large pliers. Actually, the red ones in your tool kit work (ask me how i know). Now that I think of it, get a second pair, too. vice grips would be nice.
Get up & behind the wheel to a rear brake and squeeze the e-brake arm tight using the pliers. This relieves tension from the cable. Simultaneously, work the end of the brake cable (AKA swage) off the e-brake arm; use the second pair of pliers for this if you can't squeeze the arm enough to slip it off by hand.
Do the other side, too.
If you live in saltville, inspect the cables for corrosion. if it's been unusually cold/wet, but you don't live in saltville, then it's possible that they're not wrecked (mine weren't).
Go to a SAAB dealer and buy the two rubber bellows cable end pieces (I bet you will find the originals have disintegrated on your car); prepare to be *stunned* by the cost - $20! Pay it anyway.
@ home, after the car has been dry & warm for some time (spring time), get some waterproof grease and devise a way to squeeze it up the cable line. Also fill your new bellows with grease when you fit them to the cable.
i have found that adjusting cables is a pain in the butt - each side needs to be set at exactly the same tension; try the above grease/new rubber method before going the new cable route.
