cold start flooding

It's been -20 c. here for weeks, but my '91 900s 16v 2.1liter started fine until thursday. Plugs smell flooded. I tried cleaning them and reinstalling them but no go, so I put in a new set this morning. Won't start. I have spark, so it's not ignition related. I unplugged the coolant sensor on the theory that it's malfunctioning -- but how could it indicated a colder temperature than -20 ? Now the engine sputters, but it won't catch. So what's the fault tree to follow here ? Should I replace the collant sensor ?
