okay, here you got me. when i replaced my master some time ago, i can't recall for the life of me if i had the bolster out at the time. sorry. push your seat back & get down there - should be able to tell.
as for the holes in the master, leave it in the car. removing the master to redrill the holes is more trouble than it's worth. that said, note that i have not done this procedure, have only read about it here and on several other saab-related forums/websites.
i'd look to see if i could pretty easily drill the fork while it's in the car. if not, i'd get a used, newer pedal that hasn't been ovalized and be done with it. from the parts catalog, it looks like # 9105933 was introduced in 1989 and was used until they stopped making them. fits older models too. presumably, this pedal has the harder metal. may want to ask here if people with 89-newer pedals have had problems.
another option would be to drill out the existing pedal's hole and sleeve it with a brass bushing so you wouldn't have to deal with drilling larger holes in the fork.
