I would suggest you do a search here for "base boost" and start reading. If you intend to attempt to Do-It-Yourself (DIY), you should procure a Bentley Saab 16-valve Manual (it's the most comprehensive available) - $35-$40.
Very good procedure/info on setting base boost is at Townsend Imports website:

I recently brought a 90 SPG home to Maine from Chicago, and it had no boost either. It was a good SAFE trip, but it wasn't any FUN! When I got home, we got some base boost into it by turning the wastegate rod (I think 1.5 turns did it). However, it's not simply a matter of getting in there and turning it - you can DAMAGE/RUIN components easily, or worse yet, get it too high and hurt your engine! Don't go about it without knowledge, please.
So, do some homework, get a Bentley, and try the Townsend procedure if you wish. If not, STILL get a book, then e-mail me (if you wish), and I will make up some "procedure". I don't do it the "Correct" way, but done gradually & carefully, it works pretty well, and does no damage.
