The sensor is located between the harmonic balancer and the oil pump housing. Not an easy place to get at.
You'll find the pigtail connecting it to the wiring harness with a 3-wire connector on the driver's side of the block, under the intake manifold.
Other than wiggling the wires leading to the sensor with the engine running and seeing if it cuts out when you do that, I don't think that there's much of a diagnosis regimen - especially with an intermittent problem like that.
You can get Used ECUs a lot cheaper than that, but I doubt that the ECU is the cause of the engine dropping out like that.
Take a look at Townsend Imports page on LH 2.4 No-start Checks. It may give you some insight and some diagnostic techniques. But it's really meant for the situation in which you can't start the car. About the only other thing that comes to mind is swapping out the ignition module with a known good one to see if the cutting out recurs.
