Normally if you fail NOx, you are too lean and if you fail CO you are on the rich side. You can get a rich reading sometimes if the car is not fully warmed up and is still in a warm up mode. Sometimes a bottle of gas treatment will sneak you through.
The EGR valve might be sticking. We have an 85 1/2 Lynx with a carburated 1.9L engine and it failed CO due to a rusty/stuck EGR. There are more damned mechanical vacuum switches/valves on that car that can go bad. Some are timed, some are temp related. I assume you are confronted with the same maze of hose!
