full charge when it stays at 0. the 0-15 amps means if the battery is very low the charge will supply up to 15 amps as the battery needs lees of a charge the amps drop until its at 0. 0-15 amps is not a trickle charge, 0-2 amps is. it sounds like you do have a battery or charging problem albeit on a slight problem now. check the belts on the alternator. replace the battery cause the green light is not showing, you bought it with a green light (really a float) and you just should get what you paid for.
