With ignition and engine off, jumper the battery voltage side of fuse socket #27 to the outer side of fuel pump socket #30, to see if you can hear the fuel pump running. This bypasses both the fuel pump and system relays (located side-by-side, at the RH side knee area above LH system ECU).
If the fuel pump does run, proceed to the fuel pump relay and system relay checks, per the link, and the other suggested steps/advice. Note that if a relay is bad, it may be bad because of too much current draw from a failing fuel pump, or it may have failed on its own, as is an electromechanical device.
Bad wiring/connections, and a blocked fuel line are among other possibile faults.
Damage can be done if some of the tests aren't performed correctly - so take care, or seek a good Saab mech.
