1) yes, 82/82 combo will overuse the fans in warm climates, needlessly. proper available pair is 87 switch (ask todd at eeuroparts) and 82 stat. The xtra 5c of float spares the fans, and has no bad effect on engine life. In fact, temp cycles due to fans will be reduced.
with 82/82, warm weather, low speed/idle, t-stat bearly starts flow thru rad when fans kick in at about 185F at t-stat. fans stay on 'till coolant at switch, and entering eng, drops to about 169F, and coolant at t-stat less than 82C. often reverts to closed loop mode. the 82/87 allows total volume/mass of coolant to rise to about 195 at t-stat before fans come on. With 82/82, warm weather, my fans would come on if briefly at a light, and stay on needlessly in spite of natural air flow when soon in motion.
2)fans aft shutdown will help cool underhood temps some. afaik, jumping the timer relay doesn't stop this, but does stop a max run-on time limit.
The 82/82 combo will increase fan running aft shutdown.
