The solenoid is doing what it is supposed to do given the signals to the APC box. It should click a few times when you start the car and click a lot as it modulates boost when it needs to (you won't hear it over the noise of the engine in those conditions).
It's likely that one of these problems is afoot:
- APC is responding to an intermittend signal from a bad Pressure Sensor
- The APC is picking up stray interference from the spark plug wires and interpreting them as knock (do you have Bougicord or Magnecore spark plug wires, if not, that's the source of the extraneous signals)
- You have a bad knock sensor
- The APC box is going bad
