See what happens when you hit the A/C switch while both fans are running. This will rule out a sluggish fan for sure.
I forget what else runs through the #25 fuse, but maybe the short is in the compressor circuit. Check the wire to the compressor for incidental coantact to engine and also try hot wiring compressor directly from battery to see if the clutch operates properly without short. You should find the culprit with a bit of poking around the A/C circuit.
