frozen turn signal on right side!!

the other night, i was parked on the side of a street in philadelphia, and i had my hazards on, and my headlights. so after a while, they stop blinking, and both arrows are just completely lit up and stay lit, without blinking. i turned off the hazards, and the right turn arrow was still "frozen", as were all the right side turnsignal lights. the front light, the side indicator, and the rear turnsignal lights are STILL "frozen", and they wont go off! when i put the right signal on with the stalk, nothing happens, except for the addition of the cornering light.
but today, i turned off the headlights, and the problem went away, the turn arrow was turned off, and the turn signal worked perfectly fine on the right.
so it only happens when i have the headlights on. does anyone know what the problem is? i took out the fuse to see if that would do anything, and i put it back in, but still, the problem occurs.
ive searched all over for a post about this specific problem, but no luck.
