What you're describing is not a base boost situation, but rather a NO boost condition. White area is vac codition, yellow/red is pressure. Top of the white is no vac/no boost. The two most common causes would be bad hooter valve or bad/stuck wastegate, or could be massive vac leak, in which case the gauge won't read much vac at idle or under deceleration, or bad turbo. Get a mity vac, or some kind of vac tester (if you like to do your own work, spend the extra money to get one that will pump and read pressure also) and check each vac line, one at a time to see that whatever they feed will hold a vac. If you find a line that won't hold vac or bleeds down quickly, follow it to the problem. To inspect the wastegate, get under the car with the engine cold, reach up under the turbo, and be sure the valve moves freely. The hooter valve, if bad, usually won't hold a vac, but could also be stuck in the open position. The only way to inspeck is to remove.
Also, buy a Bentley manual. Their troubleshooting/testing sections are priceless.
A fuel issue normally won't cause a total no boost situation. The 87 vintage seems to be know for longer cranking on cold starts, but this sounds like a different sort of problem.
Also, if you did some work on the car just before this problem occurred, retrace your steps. A problem that starts right after maintanance is often times self-inflicted.
