bolts from being torqued down incorrectly at some point.
Why did they have to redo the cylinder head gasket? And since they did, why do you think that anything that they do be up to snuff.
Cold start problems on a 8V engine takes a little bit of experiance and special tricks to deal with.
But most of the times they run great after performing those tricks.
The items to look at and adjust is.
Warm up regulator
Air aux valve.
Throttle body
Fuel distributor
Cold start valve
Thermo time switch
Cold start cut off switch
Vacuum line routing
Acceleration enrichment system
It would take me several hours to write down the proper procedure to check and adjust all this, so I wont.
It only takes about 1 to 1 1/2 to check and adjust all this with the car in the shop.
Keep in mind that 8V engines start to get old and only the "old fart" repair shops may know how to repair them.
