If you see atmospheric pressure on the gauge and the engine is running, the turbo is working.
In a Normally aspirated (NA) engine, the intake always runs at some vacuum. Otherwise, it couldn't pull in air. The turbo is always doing something - it isn't until it spools up that you really notice it.
As others have said, first thing is to check your spark plug gap and timing. Over-size gaps, worn cap and rotor, tired spark plug wires, and incorrect timing will all contribute. A spark has a harder time making the jump under boost. A spark has a harder time jumping with a big gap. Combine the two, and you get missing under boost.
Make sure the ignition components are correct, in good shape (replace if necessary), and the timing is correct. Make sure your vacuum lines are in good shape.
I doubt it's the turbo. Turbos let you know when they die - smoke and screech is hard to miss. If the impeller is siezed, you will never see the needle get to up atmospheric unless the engine is shut off or the throttle is full open.
