Have you rechecked that the thermoswitch is getting juice? I'm pretty sure the right fan should come on when you short those two leads. I had a no-fan situation and it turned out the relay had crapped out and the thermoswitch and the fuse were fine.

For my temp fix, I took about 10 feet of 12 gauge speaker wire, attached one end to each pole of an SPST toggle switch I had in my "random crap" box, one to the green wire at the thermoswitch and pushed the other into the 30 amp fuse. Then I ran it around the door jamb into the cabin and turned it at 2/3 on the gauge.
