First, just to make sure, left side=driver's side, and that's where the ELCD canister and solenoid are, as well as the APC computer. The ELCD solenoid should not be clicking all the time. I think it should click once to apply vacuum to the cannister to draw airborne fuel fumes from the gas tank to capture them in a carbon filter at the bottom of the cannister. I forget the test procedure, but you should get a Bentley manual from a site sponsor to familiarize yourself with the ELCD and your car in general.
Ticking on the right(passenger side) of the engine could be the fuel injectors, valve cam followers(hydraulic lifters), or maybe the cam chain is slapping against a bad/hard damper pad in the valve cover. Get a mechanic's stethoscope or hold a big screwdriver handle against your ear with the tip on the valve cover and injectors to pinpoint the noise. Light ticking from the injectors is normal.
If the noise is coming from the valve cover back near the firewall, the chain damper pad could be shot. Just unbolt the valve cover and replace the pad, which gets rock hard from the heat. At the same time, check that the chain is tight and in good shape. If it's loose and beat up, you shoudl replace the chain.
If the noise is coming under the valve cover away from the firewall it might be a sticking lifter. You might get lucky and be able to unstick it with some Marvel Mystery oil or if not, the offending lifter can be replaced. Again, not a big deal.
