I feel sorry for you. This one makes no sense. The cat is replaced and then HCs suddenly fail???
HC failure the starting point is usually ignition related. In this case I would not immediately think ignition, but I wouldn't rule it out, either.
Also, the fuel delivery system as a source of the problem does not make much sense in this case, because you were originally running lean (high NOX). All the sudden the injectors or the fuel pressure regulator are doing the exact opposite of what they were doing before? Very unlikely.
What I am curious about is who is checking the emissions? Do you have the original HC numbers when it failed NOX? They should give you a full report if you failed. Post the original HC numbers if you have them. If you don't have them, I would be very leery about the claim that HCs were originally within limits. That would send you back to check the ignition system.
