A few ideas:
1. post the year of the car. Isn't it common sense with problems like this? Certain years the ECUs are more prone to failure.
2. you didn't say if you replaced the fuel pump relay!!! If the relay is bad, it won't pull down regardless of ECU, grounds, etc.
3. the checks for fp relay must be done with the engine cranking. The ECU will not send a ground signal to the fp relay until it receives an engine rotation signal.
4. You can buy an identical ECU from yards that advertise on sites like carparts.com
5. Unless you're sure the previous owner was lying, you better also check the wiring from the ECU to the fp relay. Also the power supply to the fp relay. Use a low impedance voltmeter and disconnect the ECU- check continuity from the connector socket...carefully!
