Yeah, it probably is the master. From recent experience, fresh fluid tends to wash away the crud that enhances the seal in worn spots on the rubber parts in the master.
The caveat with rebuilding an old master cylinder is that you don't know the conditions of the cylinder bore or the piston until you disassemble it. When I opened up the one on my '89 SPG, there was a large wear pattern on the lower part of the rear part of the piston and the bore. The bore and piston were grooved along with a good part of the rubber seal. On the return stroke, this let some air in from the back.
I think that the key to the wear on mine was that the PO never flushed the clutch hydraulics. There was a good accumulation of goo (for lack of a better word) around the piston shaft, between the inner and outer seals. That goo accelerated the wear.
If you're very lucky your's will be ok for rebuilding. With some good luck, you might be able to find a low-mileage used master (I was lucky in this respect.)
The only other option is a new one.
