dropped boost at high rev/low load is normal. turbo is spun by heat in exhaust. put a big load on the motor and you get lots of heat to spin turbo. let off the loud pedal and you have less heat in the exhaust to spin the turbo, hence boost drop. see fer yerself: take your car up to redline some time & just tool along there @ constant speed. note that you will be making no boost.
"boost taper" is also normal (this is when boost drops as revs increase while load *remains high*). apc is designed to taper boost as rpms get high (>4500??). this is because knock is difficult to detect accurately at higher revs (and is why saab no longer uses piezo-electric knock sensors). to protect motor, saab said 'better safe than sorry.' boost taper can be reduced via d.i.y. mods; search the performance board.
