Your tech is 'right' (in so far as it matters). The 195/60 is a whisker smaller in diameter (about a millimeter or so) than the OEM 185/65. The 195/65 is a few millimeters larger in diameter. The difference is that the 65 series tire is relatively bouncy compared to the 60 series tire; the extra sidewall height also works against you in cornering, as it flexes laterally as well.
