'91 900 --> parking brake adjustment...

I just finished replacing the rear pads on my bro's '91 900, and now his parking brake handle comes all the way up and does not hold the car.
I looked in the Bentley manual, and adjusted the brake cables (one on each side underneath the rear seat cushion) until the brake handle can only be pulled up 2 - 3 clicks. It still will not hold the car.
Any clues as to what else I have to do?
Does it have anything to do with that small 4mm allen/hex key screw in the back of each caliper? I tightened it as far as I think it would go, then backed it out 1/4 to 1/2 turn. I did notice on the driver's side that a small gnurled silver metal sleeve started to come out of the hole where that 4mm screw is when I was backing it out when first replacing the pads. Is this a problem? It is also on this side of the car that the rear pads were completely worn down, yet the other side still had some life left to them.
Also, given the fact that the parking brake is not holding the car, are the rear brakes stopping the car when the brake pedal is pressed? If in fact it has to do with that 4mm hex screw, and it is not properly adjusted and/or is broken, I want to make sure he will be able to stop the car safely.
