Overheating -- fan not switching on?

My sister has her 91 900S out in California and she was having some trouble with overheating as she drove it out there from Maine this fall. Having read about similar problems here, we had her put in a new, 82 degree temperature sensor.
Things were fine over the winter there, but now that temperatures are starting to rise, she's having trouble again. Yesterday, in 85 degree heat, the car nearly overheated but thanks to quick action, my sister pulled over and stopped the car before the temp guage actually hit the red. She opened the hood and noticed that her cooling fan wasn't running.
My question: does the cooling fan have a heat override, where if the cooling motor *itself* gets too hot -- i.e. from running too much -- that it shuts off? Or, is her fan just bad? Or, does she just need a new radiator (the current one was flushed recently)?
From our years of Saab 900's, we have a spare cooling fan or two... should we send one out to her to have installed before opting for a new radiator (which we think seems like the most likely suspect)?
Help (and any other suggestions) would be much appreciated.
