Re-connected hooter valve hose - runs like crap!

This is a long twisted story...I purchased an 85 900 Turbo about 3 months ago. I read a few posts on here about the “Hooter Valve”, so I started poking around my engine to look for it. I found it, but it was installed backwards, and there was no hose running from it to the intake, or any vacuum line. The car was running OK, not getting a lot of boost though. I found a hose from someone on this site, and installed it today. After I got everything back together, I started the car. It ran fine for about a minute, then the idle shot up to 3000 RPM and won't come down! The APC solenoid is clicking like mad while the car is running. I'm sure I put the hooter valve in correctly, the end with the catual valve in it is in the turbo intake elbow, the vacuum hose nipple is perpendicular to the intake elbow.
What is causing this? Is the hooter valve pooched? Or was the car set up to run without it, and now that it's hooked up it doesn't? Could it have something to do with the base idle, cause I set that up before adding this hose?
I'd appreciate anyones advise.
