HI Tim,
a buddy of mine and i have been working on the same problem. my 83 900T right front fender is rusted to hell, not just the exterior of the fender but up into the top of the wheel housing. If you are seriously going to consider replacing the fender, here's what we did. we bought a wreck and took off the same fender, including the outer wheel well. we went thru a bunch of spot welding bits and drill bits to get it off, and had to rip a bunch of engine compartment stuff out to be able to get at the spot welds. but since it's a wreck who cares.
anyway, on the project car we are going to use an angle grinder and cut just short of the spot welds to get the fender off, which will give us easier access to those spot welds. You should do the same if you already have a good fender.
we are also doing the same on the rear quarter panels, taking them off the wreck and installing on project cars. its a lot of work but i understand new fenders and sail panels are pretty pricey, so it's worth the time and drill bit cost i think. I've got a regular chop shop in my garage!!!
