The lighting problem is not directly related, but if you have been working on a radio, the wires might have been accidentally pulled at the same. If all the wires are correctly attached to the fan switch, and all you get is max blowing, then you might have a bad fan speed resistor. I thinkyou can get to it through the left speaker hole, but have never had to replace one myself.
The lighting for this panel is in the same circuit as the bulbs for the push switches and the radio, and they are all controlled by the dimmer rheostat. So if the rest of the lights are on, either the two bulbs that light the dials are disconnected, pulled out of the sockets or the bulbs themselves are burned out. The bulbs and their sockets can be accessed through the radio hole, if you remove the DIN box holding the radio. One of the bulbs is near the top close to the fan speed switch and the lower one is just above the lighter. The upper one is easy to find but the lower one is best located with a small inspection mirror through the radio hole. Once you locate it visually, you can reach in and find it by touch.
