The idea of jumpers is to bypass relays/ECU/etc and see if the pump runs. If not, you've got a dead pump. Just make sure you've isolated the pump is the problem before you drop major $$$. My 90 SPG had this problem at about 110-115k miles, though.
To save some $$$, just get the pump and not the whole assembly. The pump is less than $100 from Sobstory, plus get the little gaskets/o-rings. Jim will know exactly what one to get, as I think the 1990 turbo used an oddball Walbro pump that wasn't used in 89 or 91-on.
Use a big pair of channel locks opened up as a makeshift "special tool" on the fuel pump cover. you may break a few tabs in the process, but don't sweat it. Be carful when pulling out the fuel lines. Replace the pump, use the new gaskets, and you'll be back on the road.
I should't have to say it, but what the heck: don't smoke and disconnect the battery (avoid sparks).
