For this repair I will be cutting the repair panel to just fit in place of the metal that was removed(or overlap a bit) I haven't decided yet. In the past, I have overlapped the repair panels with good success. If they overlap the panel, it would be a good idea for them to use some sort of weld-through coating to protect the bare metal behind the weld seam from rusting(3M makes some I think).
And yes, it would be a good idea for them to cut out the rust before installing the new panel.
The first coat of bondo to cover the weld seam should be duraglas(fiberglas bondo)....helps to waterproof the seam. It also may not be a bad idea to spray undercoat on the inside of the repair after the repair is done.
$265 w/paint seems like a good price. I have done at least a dozen repair panels over the years and really don't mind the challenge.
