How can Idle Pulley Bracket Bolts fall-off?

I have 2 different Mechanics telling me it was the other guys fault, looking for a 3rd opinion. I own a 92 900 Turbo Conv.

Mechanic 1 -- Back in 8/02 did the following
Reseal leaking engine oil pump. Replace worn/slipping crank-shaft pulley and worn belts. Belts replaced were: A/C, P/S and WP/ALT, and pulley C/S.
Replace weak upper radiator hoses and flush coolant. Cost $760 big bucks.

Note: prior to this time, the A/C was not working.

Mechanic 2 -- Two weeks ago in 5/02 took in to evaluate non-working A/C:
Recharge A/C: add freon, check evaporator, condensor, A/C compressor and cooling fans, add dye and check for leaks.
Repair connection to A/C compressor. Cost $275 (freon was $135)

No leaks were found, the air was cold and it seemed to be working fine. Ten days later, while driving all of a sudden no cold air.

I take it back to Mechanic 2, expecting a leak, and he finds that the A/C fan belt has slipped off because the Idle Pulley Bracket has become loose: 1 bolt has fallen off and another bolt has broken at the screw head. To fix, he will have to drill out the broken bolt, and it could take between 1-2 hrs.

Mechanic 2 says that Mechanic 1 did not tighten bolts when they replaced the A/C belt, and over time it rattled than fell-off and broke. And further says, he did not touch the A/C fan belt, he just added freon and dye to test.

Mechanic 1 says Mechanic 2 was last to touch A/C, its his fault. And, if they did not screw bolts on right back in 8/02, the pulley would have fallen off long ago, even though I the A/C was not working. I than asked him why did you replace the A/C belt if the A/C wasn't working...he said he went over all items before I ok'd and he didn't.

I tend to believe Mechanic 1 as he seemed pretty thorough in explaining to me what he was going to do and than showed me what he found today.

Who is right?
