There are various kinds of not working. When you turn the signal on, do you just get a dim glow from the bulbs, or is it just nothing - no clicking, no glow? Is it different with headlights on or off?
You might have a bad turn signal switch or turn signal relay. But before going after those, by far and away the most common turn signal problem in Saabs (and most other cars) is bad grounding at the light assembly, usually the rears. The turn signal relay flashes depending on the current flow, and if the ground is bad, the relay may not have enough current to flash.
Clean up the grounds at each of the rear turn signal light assemblies. This means lifting the black ground wire from the screw connection on the chassis, and brightening up all contact surfaces (fine sandpaper or Scotchbrite). In some cases, some folks have even needed to run an additional ground wire from the turn signal circuit board. But start with cleaning up the grounds. If doing the rears works, great. If not, then do the fronts.
Also, make sure each bulb is making a good connection - clean up the bulb contacts and also the contacts on the circuit board(s). Replace any suspect bulbs, and make sure they're all the specified size and rating (see the manual) - don't assume they're right unless you've owned the car since new.
