A known good ECU? I was having a TON of idle problems with my '91 a while back. I replaced coil, cap, rotor, wires, plugs, NTC, o2, amm. It was still happening, only when cold. It ended up being the injectors! Since the engine required more fuel when it was cold, the injectors were so dirty that they could not properly spray the fuel (or supply it) and the car would just about stall out.
During that time, I picked up a ENTIRE wiring system (electrical and fuel system) from another '91 off ebay for $100. I thought it was a steal as it has everything, relays, fusebox, as well as all the computers and such.
To clean the injectors, I got to about half a tank, then dumped 8 bottles of Techron in the tank and ran till only 2 gal left. That cleared everything right up!
