Overheating - why?

I'm not sure if I can provide enough info, but here goes:
My '93 900 TC is running very hot these days. I have new SAE 30 oil w/SAAB filter, and a full coolant reservoir (though it needed to be refilled recently). The temperature needle climbs progressively into the top of the guage. I run with the air on continually, and pop the hood to increase airflow across the engine. Bentley's "short the thermoswitch to test the fan" test turned on the left-hand fan.
The following things seem out of whack also:
- the automatic "turn on the fan and cool down" process doesn't happen. I park it and it just stays quiet. I have to switch on the AC to get the fan to run.
- only the left-hand side fan runs. The right-hand side fan never comes on as far as I can tell. (Bentley doesn't say which is the 'main' fan. I'm assuming it's the right one, as the left comes on with the AC.)
- I ran the engine to operating temp with air on: the left fan ran constantly. When the AC compressor clutch kicked in, the right-hand fan did nothing. Shouldn't it come on when the compressor kicks in? I pulled the wire coming from the compressor and it has a LOT of electricity! (Hint: don't do this while the car is on!) :-)
There is no obstruction to the fan itself, and its wires seem fine...
Any ideas on what to do? Which is the main fan? Which fan is supposed to come on when you're parked?
