For the 84 there are two separate sources of power for the radiator cooling fan. One is via the AC relay, the other via the radiator temperature switch and time delay off relay. Both sources are powered off fuse #25 so it is good...therefore your problem is ethier the radiator temp switch (top left corner of the radiator, may be under the air intake duct, switch may not be closing) or the time delay off relay. The time delay relay is a clip on relay mounted just forward of the left fender wheel well on the stiffener wall. It has a plug on the bottom with a large yellow/white, large yellow, small black, and small green/white wires.
The yellow is ALWAYS powered with +12 VDC from fuse 25. When the relay energizes the yellow is connected to the yellow/white. The green/white and the black wires are the control coil of the relay, the green white being the +12 VDC.

You can jumper the yellow to yellow/white at the plug to bypass the time delay off relay. In warmer climites, SAAB did that for the 84. Just pull fuse 25 first.

The yellow/white wire then goes to the temperature switch on the radiator. This switch closes and powers the fan motor. You can temporarily jumper the wires yellow/white to green to test the function of the fan by simulating the switch function.
