Bad CV joints won't slow you down. However, you didn't mention which transmission you have. If you've got an automatic, then accleration above 60 mph will indeed be a chore. The three-speed automatic coupled with the non-turbo makes for very poor response at speed.
However, if you've got a 5-speed, it should be a bit quicker. Has it always felt this slow, or was it something that came on suddenly?
Things to check - what is the compression? Yes, it had a new head gasket, but if the compression is low, the engine won't have much get up and go. Of course, I assume that it's got a fresh fuel and air filter, and that the timing is correct, and the spark plugs are new and gapped properly. That gap issue is big - never assume that a spark plug comes out of the box with the right gap for your car.
