Bad O2 sensor cannot cause cold start problems on an 89 since it does not have an adjustable AMM. For the first minute or two the fuel mixture is adjusted based on the coolant sensor values until the engine goes into closed loop (O2 sensor working).
Before 88 it is possible that someone have adjusted the AMM to really lean condition because of a bad O2 sensor and that could cause some stumbling at cold start.
0.3V seems a little bit high though with disconnected wire harness, I'm more used to see 0.1 or 0.2V, but since it starts to fluctuate when you plug it in, it might be ok. Do you have 0.5V (reference signal) coming from the ECU out to O2 sensor when disconnected?
Your volt meter might be the problem here (not calibrated, or fast enough) since it fluctuates between 0.4 to 1.0V. It should be closer to 0.1 to 0.8V.
