The 19mm is the correct plug which you need to remove. As Anders said, get a bigger bar. What also may help is to take your 1/2 drive socket and then tap the end of it with a hammer. This has a similar force as an impact wrench, but with a much easier touch. Just be SURE not to crack the case!
The other plug is for the 5th gear lockout. I am not sure why it is not used on my '91 either, but in older cars there is a plug for that hole.
