I wondered the same thing, once upon a time. Only these '84s, the fuel guage sending unit is in the trunk area, below the plywood floorboard. Remove rear shelf (if hatchback), lift up your spare tire cover (rearmost section of trunk floor, disconnect rubber hinge "bungee" straps, and take out rearmost trunk floorboard.
Then, pull the forward part of the trunk floorboard out, towards the rear of the car. This board slides in place using clips; sliding rearward disengages the clips--it will make sense when you take it out.
With both sections of floorboard removed from the trunk, you will spot two circular, covered holes, one large and one small. The large one has a steel gray, rubber rimmed cover and is located on the left (driver's side). That's the fuel pump, leave it alone--unless you're curious. The one you want is on the right (passenger's side) and has three wires going into a black circular rubber cover. Peel back the rubber cover and slide it along the wires until it's out of the way.
You will now see the top of the sending unit, mounted in the upper surface of the gas tank. (Aren't you glad you don't have to drop the tank like in American cars???) Disconnect the wires.
Next is the "fun" part. SAAB offered a special tool to remove the plastic ring which fastens the sending unit in the fuel tank's hole. I don't have one, but many folks use the vinyl/rubber coated handles of pliers--not much finger space in there--to get a grip on the ring and turn it counterclockwise to remove it. The sender is like a cylinder, white in color and about 8-10" tall. They are available from parts dealers and sponsors of this site list them in the $50-$75 range for our vintage.
My '84 has the strange quirk of not reading Full after filling up the tank until I hit a good pothole or bump to jar the sender's internal float loose.
